Do I need to follow the Guidelines every time I want to use a Web 2.0 tool?

No. The Guidelines need to be followed if, after reviewing the terms of use or service, a transfer of student personal data is required from you to the host site.  This means, the host site is asking for information like: name, student ID, email address, gender, age, etc. In this case, the submission of the Guidelines, including the Privacy Impact Assessment (PIA) is necessary.

If there is no transfer of personal information, the Guidelines can be used to help schools and departments address Digital Citizenship and the alignment of learning goals with the use of the Web 2.0 tool being discussed.
